
Direct responsibility for football education and coaching qualifications lies with the Football Association nationally and is delivered locally within the counties by approved 1st4sport (FA) approved centres.

Jim Kelman is a highly qualified Football Association Coach Educator, who has, on behalf of the Football Association, been responsible for the development of the Coach Education Scheme in Berkshire and Buckinghamshire since 1980.
He works full-time in coach education and is one of the "New Generation of Courses" UEFA 'A' Licence holders. He is an accredited Tutor/Assessor with City and Guild D32, D33 and D34 qualifications.
Jim carries out most of his duties within the counties of Berkshire and Buckinghamshire, but has worked throughout England and has, on the request of the Football Association, delivered courses in the Caribbean and Channel Islands. He has also managed clubs in non-league football, notably Wycombe Wanderers FC.
His most recent assignment has been to assist the Trinidad and Tobago Football Federation with the coaching and development of their U20 National team. He has also assisted the Caribbean Football Union to develop and implement a Coach Education scheme.
